A humánerő fejlesztésének kérdőjelei a halmozottan hátrányos térségekben

Abstract
The lack of proper workforce skills caused by improper education is one of the most severe problems among the youth of disadvantaged areas. The Roma people in Northeastern Hungary are hindered on the labor market by family circumstances as well as the lack of services (education, health care and administration moving to the centers) in undeveloped small villages (especially “dead end” villages). Nota bene, Roma people on the far side of the Hungarian border also gravitate towards Hungary. Complete unemployment is a key problems and it is likely to sustain. The reasons of this are well known. Most sectors of the economy require more knowledge and adaptation even from adults. Adult education and vocational training within it face challenges in educating those who live on aid or on low-paid community service work. To answer these challenges one has to go back to the very basics of education. Family structure, the responsibility to have children and the preparation to conduct family life differ so much from those of the majority customs that public education should take action to mitigate these differences. New types day care and educational institutions are in urgent demand to uncover hidden treasures, and nurture the talents. This way while the children learn in school their parents, the working-age adults could also gain basic competencies.
