Absztrakt
The most important aim of the organizations in the public sector is „service of the public”. It requires modernly organized and effective organizations, work processes, prepared colleagues and the precise definition of the work systems. The development of the work system depends on the operating environment of the organization, on the strategic objectives, on the organization development and the change management principles and on the existing organizational culture. The work system defines how can we develop the career management in our organization. The hungarian government formulated in the Magyary Zoltán Public Administration Development Programme that instead of the career-based human resource management system they would like to introduce a scope-based human resource management system. Therefore I would like to examine in what way can we implement the scope-based system in the public sector. Because the introduction and consistent application of such a system affects the organization’s operation, the management system, the resource management and the organizational culture.
