Absztrakt

Up to the present day the employment resolution of handicapped and disabled persons is still unimaginable without central governmental intervention in our country. The prevailing governmental endeavours are shown by the fact that the governments in power with the help of jurisdiction/legislation (constitution, law for equal opportunities and law for equal treatment) made an effort to support the human rights and the labour market acceptance of handicapped and disabled people. The above mentioned aimes are served with the results of these endeavours: social employment, target organisation and rehabilitation centres. The roots of the present system securing the rehabilitation of handicapped and disabled persons date back to the past, to the era before the change of regime. The study explores the structure and functioning of the rehabilitation system which evolved in the period between 1945 and 1989.
